To Which Location Does a European Chemical Plant That Contaminated Drinking Water Go Next? Heading to India

The lush tropical forest and rust-red elevations of Lote, located on India’s west coast, lead to a modest rise where a factory looms under the open sky.

The factory is almost brand new, but its machinery is far from new: it originates from the defunct Miteni plant in Vicenza, Italy. Miteni ceased operations in 2018 following among the most severe ecological controversies in the country’s recent history: after years of manufacturing Pfas forever chemicals, the firm’s leadership was prosecuted for contaminating water resources in an region home to 350,000 people. In June, previous company leaders were convicted at the local tribunal of environmental damage and other charges and sentenced to jail, with appeals anticipated.

Understanding PFAS: Toxicity Levels and Exposure Routes

Nevertheless, the entire operational setup, its intellectual property and methods – all required components to produce Pfas – is now here in Lote Parshuram MIDC, a vast industrial enclave thousands of miles distant, wedged between villages and wooded areas. And the plant has just started to resume PFAS production.

An Environmental Burden

Previously recognized for its specialism in creating methods for advanced chemicals, Miteni is now infamous for the toxic legacy it bequeathed. In 2011, researchers found extraordinarily high levels of Pfas in the plant’s wastewater. Numerous of residents had been exposed through potable water.

The most impacted were Miteni’s employees. Ilario Ermetti, 69, who worked for decades in its specialty chemicals division, showed one of the highest concentrations of PFAS ever recorded in blood samples. “When the story came to light, I looked at a list of medical conditions associated with PFAS, and found out I had them all,” says Ermetti.

High levels of Pfas in the blood are linked to higher chances of malignancies, cardiovascular diseases, liver and kidney damage, fertility issues and more. Ermetti is presently recuperating from a recent surgical operation.

Community Concerns

Michela Piccoli, 51, a nurse and campaigner with Mothers Against PFAS, began mobilizing after learning her children’s blood indicated elevated amounts of forever chemicals. When she found out that Miteni’s patents and machinery were being transferred to India, she was stunned.

“Being parents, as females, our concern has grown,” she said. “Since our kids are the children of all.”

Business Shift

Following Miteni’s insolvency, its assets were bought in 2019 by Viva Lifesciences, a subsidiary of the domestic chemical corporation Laxmi Organic Industries – the only bidder in the public auction. By early 2023, all the equipment was being shipped en route to Mumbai. Meanwhile, Laxmi was boasting of its new acquisition to shareholders. Records of shareholders’ meetings show that Laxmi’s management downplayed environmental concerns, with its president, Harshvardhan Goenka, declaring that Miteni was “operating lawfully according to European standards”.

Goenka is a member on the board of Laxmi Organic Italy, a company founded in 2021. Also included is Antonio Nardone, the final CEO of Miteni, who was convicted of environmental pollution and financial misreporting at the June trial and given six years and four months in prison. According to a former mid-level manager speaking on condition of anonymity, Nardone was traveling for work to India months before the firm’s collapse.

While Laxmi purchased Miteni’s properties in June 2019, the ecological review for the building of the plant in Lote shows that in March 2018 the firm was already planning to commence manufacturing fluorinated compounds compatible with Miteni’s product list. Laxmi Organic Industries declined to answer requests for comment.

Strategic Expansion

By 2021, Laxmi’s plan explicitly spelled out the goal to “capture [the] market share of Miteni” and become a leader in the production of Pfas and specialty chemicals. Shipping records show that, to get approval on the standard of the compounds, in 2024 Laxmi started sending out test batches to firms with past business relationships with Miteni, such as BASF, Chemours, DuPont and FMC.

From the beginning of 2025, Laxmi’s location in Lote Parshuram has been fully operational, producing chemicals that will be used in pesticides, pharmaceuticals, dyes, beauty products and additional goods.

Environmental Oversight

Studies have shown that levels of persistent pollutants in the ecosystem are worryingly elevated, especially near production sites. But even though global focus is increasing, in India the issue is not on the political agenda yet.

“If we look at the regulations, [Pfas] is not present in those standards. It’s unacknowledged by the Indian government currently,” said Rajneesh Gautam, an ecological scientist at the Swedish University of Agricultural Sciences. “Independent research groups across India have performed research in different states. But these studies are restricted in range, and there are still very few of them.”

Regional Consequences

Parineeta Dandekar, coordinator of the South Asia Network on Dams, Rivers, and People, says the Lote Parshuram manufacturing zone “has a poor ecological history”. After it was established in 1986, “the livelihood of fishing populations in this region completely collapsed,” she said.

The chemical district is dependent on a shared effluent treatment facility that has been at the forefront of complaints.

“The local villages have consistently reported that it’s malfunctioning,” said Dandekar. “When there is no electricity, a frequent event in the countryside, the plant cannot function and industries discharge polluted water directly into the waterways.” Environmental authorities have issued multiple notices to the plant in the past few years.

Global Implications

In the EU, the European Chemical Agency is reviewing a plan to prohibit the production, importation and utilization of more than 10,000 forever chemicals. This scrutiny may be driving the industry to the global south, per Claudia Marcolungo, a legal scholar at the academic institution. “I think that this matter should be examined, because the reality that Miteni’s production, intellectual assets and equipment have been relocated to a country like India should lead us to reflect, minimally, on the power that these multinationals have to move in countries where there is evidently a lowering of standards in terms of ecological safeguards.”

Persistent Threats

Miteni has closed down, but the company’s toxic legacy continues – at the polluted location in Vicenza, and in Lote. The medical effects associated with Pfas production are likely to affect communities that are facing an unsafe environment for generations.

“That region has seen enough ecological damage by now,” says Dandekar. “Should additional hazardous firms move in, it’s always a risk.”
